An important point of these talks is that the US and the Taliban were enforcing their own rules in the Doha talks, while the new venue will not have a situation that will increase the confidence in these talks.

The Afghan government delegation to the Moscow talks is based almost exclusively on those who represented the Kabul government at the Doha talks. The delegation will be led by Abdullah Abdullah. The Afghan Taliban delegation will be led by Taliban co-founder and current deputy chief Mullah Abdul Ghani Baradar, but is accompanied by Gulbuddin Hekmatyar. Washington’s special envoy to Afghanistan, Zalmai Khalilzad, is in Moscow, while Pakistan Retired senior diplomat Muhammad Sadiq will be sent to Moscow. US President Joe Biden is apparently saying he is in favor of withdrawing US troops from Afghanistan, but his administration wants more time. The United States is also considering withdrawing US ground troops, but military advisers will remain in Afghanistan to help Afghan security forces.

Both India and Afghanistan are considering, but not Russia, China, Pakistan and the Afghan Taliban.
