The United States has proposed an interim government until new elections is held in Afghanistan. The draft proposal states that a new interim administration will replace the current government and a joint commission will oversee the ceasefire until a new constitution is agreed upon and elections are held for Afghanistan. On the other hand, there are differences among the warring factions on the key points of the new US peace plan in Afghanistan and neither side has so far formally responded to these proposals. The proposal was made by US Special Envoy to Afghanistan Zalmai Khalilzad to Afghan President Ashraf Ghani, opposition, civil society leaders and Taliban negotiators, but there has been no official response to the draft. Private circles in Afghanistan are calling it a difficult proposal for the Kabul government. If the proposal is approved, an interim peace government will be formed to run the government, with the parties represented.

This administration will remain in place until the new constitution is enacted and power is transferred to a permanent government. According to the draft, the current national parliament under the interim government will either be expanded or include Taliban members, or suspended until new elections. The draft further states that Afghanistan will not host terrorists or allow any terrorist activities on its soil that pose a threat to other countries. In the meantime, the Taliban will have to leave their safe havens and cut off military ties with neighboring countries. Immediately after the agreement, there will be a complete ceasefire between the parties and the Taliban will be obliged to dismantle their entire war infrastructure inside Afghanistan and other countries.
