Prior to the summit, the Gulf foreign ministers discussed issues related to the resumption of diplomatic relations and regional stability with neighboring Qatar. According to the foreign news agency Reuters, the video meeting of the foreign ministers of the Gulf countries discussed the summit of the Gulf Cooperation Council to be held on January 5. Saudi Arabia, the United Arab Emirates and Bahrain cut diplomatic ties with Qatar in 2017, accusing them of supporting terrorist groups.

Qatar, on the other hand, has denied the allegations and accused its neighbors of trying to undermine its sovereignty. For over a year now, Saudi Arabia has been pushing for a solution to the conflict. Bahrain said in a statement that the foreign ministers met to prepare for the 41st meeting. The foreign ministers of Saudi Arabia, the United Arab Emirates, Kuwait, Oman and Bahrain attended the meeting, while Qatar was represented by Minister of State for Foreign Affairs Sultan bin Saad. However, it is not clear whether an agreement has been reached. A final agreement is being negotiated, an official said. On the other hand, the sources said that they expect that an agreement will be reached through this meeting, as a result of which the avenues for talks will be clear or more concrete steps may be taken to open airspace for Qatar.
