Regional countries have started efforts to resume reconciliation process in Afghanistan. Last week, Turkish government met with representatives of the government and Istanbul in Turkey’s capital. The Turkish government has also offered the Afghan Taliban to open a political office. This new negotiation process also has the support of China, Russia and Pakistan. In December 2015, the fifth Heart of Asia Conference was held in Islamabad. The theme of the conference was peace in Afghanistan. To achieve this goal, four domestic contact groups, including Afghanistan, Pakistan, America and China were formed.

The first meeting of four Home Contact Group was held in Islamabad on January 11, 2016, in this meeting, Deputy Foreign Minister of Afghanistan, Hekmat Hekmat Khalil Karzai, Secretary of Pakistan, Mr. Aizaz Ahmed Chaudhry, US Ambassador for Richard Olson and China’s special representative Deng Xijun for Pakistan and Pakistan. The second meeting of the contact group was held in Kabul on January 18, 2016, as well as representatives from four countries. In the statement issued after the meeting, the Afghan Taliban had been told that they should be part of the negotiation process so that all the issues are politically resolved according to the recommendations of the countries of the Afghan nation and the countries involved in QCG. The third meeting of the contact group was held in Islamabad on February 6, 2016. The member countries invited the Afghan Taliban and other groups at the meeting to participate in direct talks with the Afghan government nominated in a meeting in Islamabad in March 2016. The countries in the group also appreciated the decision of Pakistan and Afghanistan that work groups consisting of scholars of both countries will be made, which will make efforts for peace in Afghanistan. The fifth meeting of the Fourth Contact Group was held in Islamabad on May 18, 2016. Representatives of Pakistan, America and China attended this meeting. Afghanistan has not sent anyone from Kabul to attend this time, but Afghanistan’s ambassador to Islamabad, Dr Umer Zakhilwal represented his country. Four foreign contact groups were still trying to move peace talks in the four countries between Afghanistan a few days after the fifth session; America attacked the Taliban Taliban Mullah Mullah Akhtar Mansoor after attacking the drone in Nowsheri, Pakistan’s Balochistan province. The efforts made for peace in Afghanistan in 2017:

Earlier in the year 2017, Islamabad started trying to normalize relations. In April, the head of Chief of General Staff Lt Gen Bilal Akbar visited Kabul, but remained in the situation. Two days after the visit, a 15-member parliamentary delegation visited Afghanistan under Speaker National Assembly Ayaz Sadiq. In this visit, nationalist leader was also the emperor of Ayaz Sadiq, but this visit also failed. After the parliamentary delegation, Secretary of State Tehmina Janjua visited Kabul in August 2017, but he had to face failure. In the month of October, Pak Army Chief General Qamar Javaid Bajwa, President of Dr. Dr. Ashraf Ghani met, after this meeting, the hope was that the snow would melt because the Afghan President assured Pakistan. US negative role in the Afghan reconciliation process:

US President Donald Trump announced new policy for South Asia in August 2017; in this policy they repeat the same old allegations on Pakistan. The relationship between Pakistan and America due to the new US policy and trumpet allegations for South Asia due to which the Afghan reconciliation process is severely damaging. On the other hand, the US wants to divide India as a border in Afghanistan, which is not acceptable to China, Russia and Turkey, other regional countries, including Pakistan.

Afghan reconciliation process and difficulties:

After the four-day contact group’s ineffective, regional countries Pakistan, China, Russia and Turkey have decided to pursue reconciliation process for peace in Afghanistan. But the question is whether the reconciliation process will succeed in America’s absence? The second important question is about the semi-consent of the Afghan Government itself. Two main aspects of the negotiation process in Afghanistan are Afghan government and Afghan Taliban. Kabul’s position is that Pakistan is responsible for participating in the negotiation process. Afghanistan is demanding that the Taliban leadership is in Pakistan and its patriarch ISI is conducting secret agency of Pakistan. Pakistan has always denied the charge. Pakistan has repeatedly demanded the reconciliation process in Afghanistan. Afghanistan should self-determine this negotiation process, but Afghanistan is involved in doing so.

Pakistan’s second demand is that whatever efforts will be made to make peace in Afghanistan, it will be written in writing. Afghanistan was not ready for any written agreement before this. So far, Afghanistan is silent in response to this demand.

If Pakistan and Afghanistan agree on these two points in this new negotiation process, then there is no possibility of the negotiation process to begin. Because Pakistan has always been saying that we are ready to play the role of a facilitator. The Taliban questioned what resources should be used to interact with them, the Afghan Taliban or the Qatar office in Pakistani prisons? Prior to this, the Afghan Taliban is ready; because there are two demands of the Taliban Foreign forces leave Afghanistan. Second, negotiations will be with the US instead of the Afghan government.

The question is whether the Taliban will be able to deal with these two demands before joining the negotiation process? If so, then what are the assurances that have been done to the Taliban, on the basis of which they would be willing to join the reconciliation process? Just as the Taleban want to withdraw foreign forces before negotiations on negotiations or want to interact with the US instead of negotiating with the Afghan government, similarly, a basic condition for negotiating with the Taliban of the Afghan government is that the Taliban should stop their operations.  This question arises here whether the Taliban are willing to accept the demand of the Afghan government or not?

The internal differences of the Afghan government are also a major problem because Dr. Abdullah and Rashid Dostum will never agree that their position is weak. India also wants to be chaos in Afghanistan so that it is easy to take action against Pakistan. The most important and difficult phase of this whole process is Pakistan’s demand for the Afghan and Coalition forces to take action against the banned Tehreek-e-Taliban Pakistan. The third main point is that will America agree with this demand of Pakistan? Talking to China, she might succeed in some agreement with the Taliban so that their investors and investors in Afghanistan are safe, As far as it is concerned, nothing can be said about the legacy of achieving lasting peace China has to wait for that many years.
