Former Japanese Prime Minister Toshiki Kaifu has died at the age of 91. He was best known for sending Japan’s self-defense force on an overseas mission for the first time. Toshiki Kaifu served twice as a cabinet minister before becoming the country’s prime minister in 1989. He was the first Japanese leader to be born during the Shuwa era. During the Gulf War, the Toshiki Kaifu administration provided $13 billion to coalition forces.
