The competition is divided into 20 teams. The teams from Ireland, Scotland, Japan, Russia, and Samoa are in Group A. New Zealand, South Africa, Italy, Namibia and Canada are in Group B. Teams from UK, France, Argentina, USA and Tonga are in Group C. Australia, Wales, Georgia, Fiji and Uruguay are in Group D. Japan is participating in the tournament with the intention of being selected for the first time in 8 best teams.
