He asked Japan three questions:

First, did Japan listen to domestic and foreign suspicions? Japan’s move has been strongly opposed by more than 300 environmental groups, including its own people, China, South Korea, Russia and the European Union.

Second, is Japan’s move in line with international law? With this decision, Japan is setting the first example of discharging radioactive water into the sea after a serious nuclear accident. Some believe that Japan’s decision has the blessing of the United States. However, the permission of the United States is not equal to the permission of the entire international community.

Third, is Japan’s radiation wastewater really up to international standards? A report by the International Atomic Energy Agency (IAEA) indicates that wastewater from the Fukushima nuclear plant still contains radioactive material.

The report points out that Fukushima nuclear contamination is likely to spread to North America. Zhao Lijian stressed that the sea is neither Japan’s garbage dump nor the Pacific Japan’s sewer. Japan should not endanger the whole world in dealing with nuclear waste.
